The first cluster of targets addresses the most immediate requirement for development: financial resources. Developing countries cannot build resilient infrastructure, fund social safety nets, or combat climate change without significant capital. Target 17.1 focuses on domestic resource mobilization, using (total government revenue as a proportion of GDP) and 17.1.2 (the proportion of domestic budget funded by taxes). These indicators measure a nation’s fiscal autonomy and its ability to fund its own priorities. However, recognizing that domestic resources are often insufficient, Targets 17.3 and 17.4 address external finance. Indicator 17.3.1 tracks foreign direct investment (FDI), official development assistance (ODA), and South-South cooperation, while Indicator 17.4.1 monitors debt service as a percentage of exports.
