In my opinion, the dichotomy between individual and government action is a false one. The most effective strategy is a virtuous cycle wherein government regulation empowers individuals, and individual activism pressures the government. For instance, a government can install bike lanes (policy), but citizens must choose to use them (action). Ultimately, governments must set the rules of the road, but individuals must decide to drive down that road. Therefore, while the state holds the greater structural power, the moral and practical responsibility is shared.
