The Snipping Tool does not offer a direct option to change the default save location through its interface. However, you can manually move your snips to a preferred folder and then set that folder as the default "Pictures" folder, or simply choose a location each time you save a snip.
If you're on Windows 10, you can also use the Game Bar to take screenshots, which are saved to the "Captures" folder:
